TOM CONNELL: For more on this, joining me from Melbourne is the Shadow Minister for Early Childhood Education, Amanda Rishworth. Amanda, thanks very much for your time for today. Can I start just by asking kids, for people out there, some with kids, some without, a 3 year old, why they need these 15 hours of education? Why that is important? Why it can't be gotten, for example, at home or via a baby-sitter?
